Realizing a Horticultural Agricultural Center of Excellence (HACE)

The objectives of Dong Thap province can be achieved by using the Dutch horticultural and agricultural technologies and knowledge. Kenlog and Demokwekerij Westland will develop in cooperation with Kenlog a business model for the realization of a center such as Demokwekerij Westland, named Horticultural Agricultural Center of Excellence (HACE) in 2015 – 2016.
HACE aims to transfer the Dutch horticultural knowledge, expertise and products in order to improve and develop the agricultural sector in Dong Thap. This center of excellence should fit with the needs of the stakeholders and the local circumstances which will be investigated in this feasibility study. The needs, local circumstances and the requirements of the local users and investors will determine the design (focus and activities) of the center in Dong Thap. However, the horticultural knowledge and expertise of the Dutch experts will also be used for determining the design. Furthermore, a business plan and the type of cooperation between both centers are being determined in the feasibility study.
The next step is therefore the construction of a Dutch poly (foil) greenhouse with Dutch horticultural techniques. In the first phase, the first four elements of the concept ‘’Horticultural Agricultural Center of Excellence’’ as described in the feasibility study including breeding and propagation will take place in this greenhouse. Important to note is that the other elements including logistics and sales should be implemented in the next phases.
Kenlog b.v. and Demokwekerij Westland B.V. have been asked to make the lump sum quotation and carry out the supervision of the construction of the Dutch poly greenhouse in HACE. All equipment (greenhouse materials and installations) must be imported from the Netherlands. Next to that, the propagation material such as seeds must also come from the Netherlands.
Important to mention is that the Dutch government and the Vietnamese embassy in the Netherlands is closely involved in the feasibility study and the realization of the Dutch poly greenhouse. The construction is expected to begin in the first quarter of 2017.
The department of Agriculture and Rural Development of People Committee of Dong Thap made a proposal cooperation program with Kenlog and its partners. The needs are divided in three topics science & technology, human resources and organization of consumption.
The objectives can be described briefly as follows:
• Increase production per square meter
• Upscaling (larger companies)
• Improve the quality of the products
• Ensure food safety
• Importing new flower, plant and vegetable varieties
• Improve the supply chain: post-harvest management, logistics and sales
• Research (new varieties)
• Improve horticultural, agricultural knowledge and expertise: training and vocational education.

Small scale production, old techniques, low production and low quality are issues faced by the farmers. The Dong Thap province has therefore the aim to develop and improve the agricultural industry. They aim to achieve a higher level of production, an increase of agricultural knowledge, an increase in food safety and food security.
